No. The archive keeps only the software-related part of the ECU: the maps area — the internal flash and/or the external flash, depending on where the software lives in that ECU (this varies by ECU type). EEPROM and other memory sectors are never included, so the file is not a full backup. For a full restore of your own unit, upload your own read to the REV ORI module.
